Running said tire compound in cold temperature will break loose with enough power..I don't see why you think high speed is excluded.
Aside from temperature & tire choice. Anything to maximize your tire contact patch area with the road is key to grip. Tire pressure is simplest start. Then alignment. For going mostly straight, you want minimal camber in the rear. For twisties you would want more camber at the expense of some straight line traction, but nothing crazy either thanks to the multi-link suspension geometry. Anyway..
